If you're downloading to the Mac using FTP or a modem program, you should get StuffIt Expander in MacBinary format from mac.archive or info-mac. Useful links:

Welcome to mirror.apple.com

HTTP Access
info-mac
mac.archive

FTP Access
info-mac

If you're downloading to a PC or Unix system and moving a disk to the Mac, it's harder, but possible. You'll need the Macette utility:
(Hyperarchive)
(Merit Gopher)
(FTP Mirror)
