With very few exceptions, export of most strong cryptographic software from
the United States of America, except to Canada, without a license, is a violation
of the U. S. Export Administration Regulations. These regulations apply even
to software that originated outside of North America and software that is
easily available outside of North America. Likewise, export of such strong
cryptographic software obtained from the USA from Canada to any third country
