W. F. Brown, Former Road Master, Dies WESTON (Special -- Willard F. Brown 75, of Weston died Monday morning at his home after a heart attack. Brown was county road master of Umatilla County from 1925 to 1950. He had lived in Weton for the past three years. Brown was born July 1, 1885, in Mason City, Iowa. He moved to Pendleton in 1907, and in December of that same year moved to Hermiston to work for Newport Construction Co. In 1925 he became county road master of Umatilla County, remaining in that capacity until 1950 when he retired. After his retirement, he operated a store in Ukiah for four years, lived in Portland four years and in 1958 moved to Weston. Brown was a member of the Pendleton Elks Lodge No. 288. Brown is survived by his wife, Sylvia at the home in Weston; a sughter, Mrs. Julius (Mabel) Gimbal of Hermiston; step-daughter, Mrs. Barney (Juanita) Greer of Weston; two brothers, Dan Brown, Northport Neb., and Louis Brown Washington D. C.; four grandchildren and seven great-grandchildren. Funeral services will be held at 10 a.m. Thursday in the Burns Mortuary chapel in Pendleton. Rev. Stanley Day of Weston will officiate. Ritualistic graveside services will be conducted by the Pendleton Elks Lodge. Interment will be in the Weston City Cemetery. She asks for $20 a month alimony until the child is 14, $30 a month while she is between the ages of 14 and 18 and $600 to be paid in two years on a contract for land under the Maxwell ditch. Brown, speaking before the Hermiston chamber of commerce at the CRC Monday evening, said many of the bridges in the county would not pass a state 2-ton load test, yest these same bridges are used daily by school busses carrying as many as 90 children, with a total weight of 35 tons. The road and bridge situation in the county is in a serious condition, he said and what to do is now the immediate problem of the county court and a recently appointed committee. Since 1932 only 80 miles of new oiled roads have been constructed in the county. Most of the roads in the county were built in 1919 and are badly in need of repair and replacement. New roads are built to stand a 50-ton load test while the old roads were built for 10-ton load tests. County Judge James Sturgis explained that a 15-man road committee has been appointed by the court to study the road and bridge problem and to seek some solution to the financing of a $7 million program within the next few years. He plans to expand the committee to 100 members within the next few weeks in order that every community and district in the county will be represented. Three other county officials appeared on the evening's program telling of their departments' activities and problems. President John Walker announced that Robert Maguire, Portland attorney, will speak at the CRC next Wednesday evening at 8:30. He will be honor guest of the of the Business and Professional Women's club at a dinner. He recently returned from Germany where he acted as judge at the trials for Nazi war criminals at Nurnberg. Walker also announced that four ladies softball teams will participate in the league here this season and are all lined up and ready to play ball--except that sponsors for the teams are needed.
